Goals and objectives have always been vague and unspecific in government organizations.
Be it the ministries or departments of the central and state governments, there are no
performance standards stipulated either at the organizational level or at the individual level.
Hence officers take very little initiative to personally involve themselves. The lack of
transparency has left officials down the line of public organizations ignorant of organizational
goals and objectives. Officers down the line have no powers to take administrative and
financial decisions. Some who do take bold initiatives in the interest of the public are
victimized by the system and those who are dishonest and corrupt escape unhurt. Hence
officers are always trying to play safe with total lack of motivation. more  

Education and or getting Qualification costs lakhs . Further , getting a Govt. job costs additional Lakhs . Who will invest and not through loans . Even the employee has to pay back to the Bank that financed for his Education . But , the Bank will not finance on Job that necessiates interest rated loans. THIS IS DIFFERENT ISSUE . There have been number of issues the Govt. & later , the other Staff are set for serious harassment ; transfers to interior and remote places ; finding fault with misuse etc., etc., and this is being faced even those in Deputy Secretary , and , the Secretary Rank Employees too . We have the proofs even IAS AND IPS facing some cases WHILE THE FAULT FINDING TAKES CERTAINLY A DECADE AND EVEN MORE . This is why , except their governing Body and the judiciary , none shall be empowered to intervene in the public administration of the Executive please . This change only can set right the methods of administration . more  
The officials give details to the people Who raise RTI, if the same officers give their views to their superior won't they take to their boss to achieve the same??? The attitude of the people is like their are so many like us and some one will initiate, I will be the one among people waiting for the things to happen. never be the initiator. They might fear that if they lead the team they would get into trouble. more  
Every thing which is right is possible if the Executive is separated from the Legislature keeping separate Secretariats for the Legislatures . This only empowers the Executive to selflessly implement the articles & laws , enables the legislature to address the needed Rules while allows the Judiciary to stick to the Constitutional application in Justice . We have to try for achieve this for a once for all correction. more  
We are all eager to start the New Year on a good note, turn over a new leaf. We want to get more serious about the important things in our lives, and cut out some of those unwanted things. But then, deep down, we have that one big worry! Can I stick to my resolutions? Can I muster the discipline to keep at it throughfout the year? Lets accept it – its tough. more  
Needed Post please . In addition to the above, 1. Efficiency / deficiency .2. Loyalty/ negligence .3. Commitment/ ignorance .4. Motto-binding/ arrogance .5. AND , THE INSECURITY IF POLITICAL PRESSURES IGNORED ; are to be set away and let off from the Public administration IMPLEMENTING THE NEEDED REFORMS . more
