Festival Gifts to Govt Officers - Inputs on Solutions
The Tamil Nadu Govt has recently permitted gifts up to INR 25000 to be accepted by Govt officers. Below are the key issues outlined by you in regards to festival gifts by corporates and businesses to Govt officials. Kindly review and please help identify solutions for these issues. We will then submit a set of recommendations to the Govt stakeholders so festival gifting policy and adherence to it may be improved upon.

1.Festive gifts are used to bribe officials
2.Some corporates/businesses gift cash and gold to Government employees 3.These gifts are sometimes also in the form of property and jewellery
4.Festival gifts are not just confined to Government officers only but all concerned persons in Govt. offices irrespective of ranks
5.The privileged officers are normally in functions of purchase, account and finance, incoming quality control, licensing, accreditation, approvals, affiliations etc.
6.Many Government officers expect and/or directly or indirectly demand gift
7.There is a sort of a competition among gift givers to give costlier gifts
8.Sometimes these gifts are not in form of products but in the form of services like white wash, paint of houses, manpower service during festivals to Government officers
9.It is felt that gifts will boost the morale of the officers, employees and make them work more effectively
10. Many people give gifts expecting a favour in return
11.People use giving gifts as a medium to meet senior officials. more

It is nothing but making the bribes legal. Hence all this gifts giving thamasha should be banned. more

First of all this gift habit is introduced for bribe only. Why govt officials need be given gifts by corporates? Hence all this gift giving be banned. What great service is provided by govt officials. They are being paid very heavily for doing their job. I never accepted any gifts during my long service in Public sector. I repeat that gifts to Govt. Officials by corporates be banned. Gift habit is nothing but a bribe. Corporates use this as excuse to bribe Govt. Officials for getting favours from them. Already Govt. Officials are overpaid for doing their jobs. Hence all forms of gifts to them must be banned. I during my long service in public sector never accepted any gifts, also discouraged corporate from doing it. Why gifts to Government employees? As a mark of gratitude for a work/favour done. Gifts can be for not working (closing the eyes..for procedural lapse or illegal activity..whatsoever)or to do a work (sanctions/approvals)..which of these are the duty of an official to the Govt. Why esculating the price to Rs25000/-..inflation? Then what is the actual loss to the government. Though it is not open there is already a scramble for posts where we can receive 'gifts'. The rules and regularions are made for the safety of the ciitizens and good governance. This rule seems to be a mockery to DVAC et all. more

One cannot redefine corruption. We are becoming a valueless society by diluting threshold levels in all areas of our daily life. The judiciary should take up this issue without a PIL and decide whether such legislation are in the interest of our future generation and civilisation. more
