Dear Members of this community, I have earlier brought out a post on the title as above on 21st July 2020. After a lot of study on the rules and regulations viz-a-viz DHBVN practices, it has been implied that DHBVN has been grossly abusing the regulations and of course such abuse cannot be without the involvement of corrupt practices. The surprising part is all working hand in glove as none intervened in the matter authoritatively.

The consumer for whom I was contesting with the DHBVN has finally been given electrical connection with the service cable supplied by the DHBVN. Of course, there have been slight delays in the installation of the connection. It was a tough contest with the DHBVN but ultimately I succeeded. I am also thankful to the consumer who followed my advice and did not succumb to the pressure of their corrupt practices.

I have already complained to HERC for their intervention and investigate such a level of gross abuse of the process in issuing the new connections. I will be eagerly awaiting the investigation report. Maybe a couple of reminders required as such scam could run into crores of rupees annually.

Meanwhile, I appeal to all members of this community not to provide the service cable for getting electricity connection as it is the prime responsibility of the DHBVN. Anyone facing any difficulty may give them in writing. I will assist to the best of my ability to anyone in Haryana. The consumers could go through my article on my blog for a better understanding. more

@Som Nath Basu, please send a complaint now XEN and if already sent and 30 days period is over, you can complain to CGRF. The issue should clearly be non-receipt of bill and refund of surcharge with interest at the same rate at which surcharge is calculated. When you originally complained you should also have stated extension of due date by 10 days after receiving the bills. If you wish you can mark a copy of complaints on my email id. more  
Already submitted complaints in their Complaint Box System. Bill was uploaded on 8.07.2020 after our complaint vide CMPF No. 14000152015 dated 07.07.2020.Surprisingly, Bill was generated on 08.07.2020 and uploaded on same date with issue date 22.06.2020 & due date 02.07.2020. Then after we sent a complaint to SDO in writing as well as made several complaints vide CMPF 1400152997,53050,54840,58384,59344 dtd. 22.07.2020 & 61635 dtd. 28.07.2020 but answer is either negative or stiil under process.DHVBN authorities are adamant not to accept irregularity on their end.Even we tweeted to Haryana CM but no action. Billing deptt. of DHVBN now a days does not send hard copy but used to upload on their website.We have no problem with uploading but Bill should be uploaded every month in time.Now a days nobody comes to take meter reading. I think they have developed a system which can read the meter reading at their works/office.Also sent our complaints on their email address as advised by SDO on telephone in the second week of this month. more  
I am still assisting the consumer to get him the penalty from DHBVN for delayed installation. It is only the temporary relief of getting the electricity connection installed at his residence. I am hopeful of bring this case to logical conclusion. more  
Dear sir Haryana govt had change elect bill rule earlier consume unit rate having three step of calculation 4.5 rs 5.25 rs and 6.5 rs now if your consumption more than 1000 unit flate rate will be applicable 7.1 rs .July month bill are too much shocking bill . 1 Carona issue 2. It is not the billing rule changed but it is the tariff change which has been amended through a tariff orders. The people who go for discussion should have contested. But ......... In delhi we have a dynamic govt so they have reduced tariff for middle and lower end consumers. more  
This is ridiculous.How can they change billing.Now bill will be 3/4 times higher.What is the solution.
for every thing first to keep suffering quietly...then get together(which really takes lot of time for...citizen(common people)...then to go on roads protesting.

Well done Mr S K Virmani. Really DHVBN is an adamant & authoritarian agency.They don't address the concern or complaints of consumer.They had imposed wrong Surcharge on Electricity Bill of June 2020 against Account No. 5432240000 of Kalibari CGH Society, Sector-21D , Faridabad . Our Bill was generated/uploaded on 08.07.2020 after our Billing complaint on 07. 07.2020 vide complaint no. CMPF14000152015 but in Bill sheet they had shown issue date 22.06.2020 and due date 02.07.2020 and we had to pay the Bill amount with Surcharge.We had made several complaints but they did not reverse the surcharge. more  
As per rules, the bill has to be delivered 10 days in advance of due date of payment. The burden of Proof of delivery of the bill in advance lies on DHBVN. In case you are sure you did not received bill in time, please submit a complaint to SDO followed by XEN. Now days bills are delivered immediately as soon as the meter reading takes place as bill is generated on site itself. more
