Should UIDAI take immediate steps to speed up the new/changes to Aadhaar card approval process given it has been made mandatory for most citizen services?

Datapoint: Currently it is taking 3-4 weeks for approval/download of Aadhaar from website and 80-90 days to receive the letter/card in mail.
